Job summary
Cambridge Northern Villages PCN are looking to appoint an experienced Manager with real passion and enthusiasm to assist the PCN Clinical Directors, Clinical Leads and Practice Managers in setting and realising the PCN business strategy, maximise service delivery and financial efficiencies, recruit shared team members, maintain good communication and provide good financial reporting.
The role is part time (approx 25 hours per week) Mon-Fri. Whilst based at Firs House Surgery, home working and travel to our other surgeries within the PCN, as well as external sites for meetings is expected.
Main duties of the job
- First point of contact for Practice Managers with regard to delivery of the Networks projects/schemes.
- Manage contractual requirements on behalf of the Network.
- Co-ordinate the delivery of enhanced services and other service submissions on behalf of the Network.
- Support with the recruitment, induction and training of PCN staff.
- Provide transparent and comprehensive financial management of PCN funds
- To circulate important information in a timely manner to Network Leads, Practice Managers, members of constituent practices and other stakeholders.

· Lead the budgeting and monitoring process each year, also contributing to the longer term strategic planning,

Primary Support to the Clinical Director
· Supporting the CD to provide strategic and clinical leadership to the network, developing and implementing strategic plans, leading and supporting quality improvement and performance across member practices (including professional leadership of the Quality and Outcomes Framework Quality Improvement activity across the network).
· You will be based at Firs House Surgery but also be able to work flexibly across all Cambridge Northern Villages PCN sites or from home as required.
· Supporting the CD to provide strategic leadership for workforce development, through assessment of clinical skill-mix and development of network workforce strategy.
· Supporting network implementation of agreed service changes and pathways, working closely with member practices, the wider PCN and the commissioner to develop, support and deliver local improvement programmes aligned to national and local priorities.
· Attending meetings as required on behalf of the Clinical Director or the Network and feeding back to the PCN members
· Prepare and annually update the Network Strategic Development Plan (and any other written information requested by the management committee), oversee the implementation of the aims and objectives and feedback on progress at Network meetings.
· Prepare and submit NHSE and CCG submissions and request for information.
· Managing the PCN maturity matrix
· Supporting the PCN with reviewing annual specifications and domains.
HR
· Support recruitment, induction and training of new PCN staff for services and projects.
· Managing employment contracts for PCN staff, including managing appraisals and Personal Development Plans.
· Develop governance and HR documentation for ARRS staff.
· Maintain an up-to-date record of training needs assessment across the network and ensuring the provision of appropriate courses and training programmes
Communication
- Take a leadership role in supporting staff, public and stakeholder engagement.
- Developing relationships and working closely with other network Clinical Directors, clinical leaders of other health and social care providers, local commissioners and Local Medical Committees (LMCs).
· Be the first point of contact for Practice Managers with regard to delivery of PCN projects and schemes.
· Act as a key Network representative at senior level.
· Network Member GP practices, PCN Board, Clinical Director, key stakeholder partners from NHS/CCG, local government, third sector, Network employees, local service users and the population of our network.
· Working with practice staff to maximise GP targets (IFF, QoF, PCCF)
· Manage contractual requirements on behalf of the PCNs.
· Support public engagement and consultation on network plans.
· Co-ordinate intra-practice communications and relationships within the PCNs.
· Engagement and partnership working with the Public Health to identify gaps and joint and shared solutions to issues facing primary care and ensuring that patient voice is heard
· Liaise with other healthcare organisations for specific programmes
· Take an active role in the development and embedding of the culture, values and reputation of the PCNs as providers of high quality services.
· Build effective relationships with other local PCN Managers.
- Take notes of meetings and circulate in a timely manner
