Job summary

An exciting opportunity has arisen for an energetic and forward-thinking Business and Governance Manager to join our team. This post will support the GP Partners in the successful management of the practice and will be pivotal in supporting the delivery of high-quality Primary Health Care

The Business and Governance Manager will lead the existing management team and will be supported by a Finance & Assurance Manager, an Operational Manager, an Office Manager and a newly established post of Patient & Staff Engagement Lead.

Main duties of the job

The postholder will have the vision to drive changes and adapt to NHS targets and challenges within an efficient working environment, alongside the willingness for continued professional development within their post in the practice.

The successful candidate will possess the aptitude to support practice engagement with the wider health economy as required, such as our primary care network, practice manager network and other health and social care providers to ensure we are consistently kept aware of best practice and new developments.

We are looking for someone who will strategically manage the Practice and plan for the future.

About us

Unsworth Group Practice is a large GP Training Practice, providing Primary Health Care services to over 20,000 residents. We are located across two sites, Peter House Surgery in Bolton and Blackrod Health Centre. The Practice has recently been rated at @good@ by CQC and is led by 8 GP Partners. We have a diverse and extensive clinical team, as well as a dedicated and committed support team. We are a sociable team who enjoy meeting outside of work to maintain well-being and positive working relationships. Our aim is to provide outstanding health care services to our residents from a supportive and inclusive environment.

Job responsibilities

The Business & Governance Manager will work as part of a dynamic team in delivering an effective and high-quality business management function to the Practice whilst provide strategic leadership and motivation to the team.

The Postholder will take a population health management approach to better enable us to manage the health of our population and help to improve outcomes for our patients.

Overview

The Business & Governance Manager will have overall responsibility for the leadership and operation of the Practice and work with senior staff members to ensure that the day to day running of the Practice is carried out safely, efficiently and effectively and that all staff members work as a cohesive team. They will provide directional support to all members of the Practice and the extended Primary Care Team.

The Postholder will need to look further than todays challenges and keep abreast of changes within the NHS, in particular the changing landscape for Primary Care Networks. The Business & Governance Manager will enjoy strategic thinking and explore new ways of working.

Collaborative Working

Liaise with ICS et al to ensure the Practice is represented at meetings and in committees when it is to the advantage of the Partnership.

Attend PCN meetings and Practice Management meetings as required to represent and relay Practice views.

Practice Organisation

Attend, lead and contribute as necessary to Partners and Senior Staff meetings. Ensure that meeting decisions are recorded and acted upon. Lead on Practice huddles in collaboration with the Partners.

Implement and embed Governance procedures to ensure robust and inclusive decision making across the Practice.

Lead on any regulatory reviews.

General Medical Services

Responsible for compliance with GMS contract, audits and reports.

Quality and Outcomes Framework

Co-ordinate work relating to the Quality and Outcomes Framework to ensure that requirements are met, prevalence maintained and increased where appropriate to do so and maximum points attained where ever possible. Lead and coordinate end of year returns, prepare for and lead any CCG/NHS England reviews or probity visits.

Enhanced Services, Projects, Pilots, Income opportunities

Responsible, with the Finance and Assurance Manager, for evaluating all new Enhanced Services for profitability and, viability as they are offered. Responsible for ensuring such services are delivered in the most cost effective way if accepted.

Deliver a programme of review, with the Finance and Assurance Manager, to ensure DES and LES services remain profitable/viable.

Strategic Planning

Work with Partners to review and develop the Business Plan, and maintain the Emergency/Business Continuity Plan. Contribute to the Practice strategy, searching out new opportunities and evaluating the feasibility of proposed objectives. Ensure that objectives are implemented and reviewed.

In conjunction with the Partners and the Business plan, develop and implement any change necessary to meet new demands on the practice from internal or external sources

Plan, co-ordinate and monitor staff activities to ensure efficient service to patients.

Stay fully informed of national, regional and local developments in primary health care.

Develop and maintain effective networking working relationships with key organisations and stakeholders to ensure the Practice is well placed to take advantage of any opportunities for development as they occur.

Take part in workshops as invited by the ICS/NHS ENGLAND, LMC and other bodies to ensurethat the practice keeps abreast of developments in the NHS.

Manage the practice in line with aims and objectives agreed with the Partners.

Primary Care Networks (PCN)

Take a lead role in PCN level projects, identifying what resources and services would be required to deliver any new projects and what the impact of these projects would be, both positive and negative, to the Practice

General Administration

Working collaboratively with the Finance & Assurance Manager, ensure Practice policies, protocols and procedures are regularly revised and kept up to date and assist in the training of staff to ensure compliance with said policies and procedures.

Work with the Patient and Engagement Lead to initiate and participate in the development of effective systems of communication across all members of the primary health care team.

Work with the Practice Data Analyst to ensure that the collection and collation of statistics are prepared and reported at the right level to inform decision making.

Undertake research as required and the submission of annual and ad hoc reports to both internaland external NHS agencies.

Complaints and Significant Events

Dealing with complaints from patients is primarily the responsibility of the Patient and Engagement Lead, but the Business Manager will review procedures and outcomes with the team as required.

The Business and Governance Manager will undertake analysis of Significant Events and ensure they are reported, acted upon and learning outcomes implemented. The Business Manager will present annual review of Significant events to the Partners and keep staff updated via staff communications.

Practice Finances

The Finance and Assurance Manager is responsible for the day to day administration of general accounts, payroll and pensions. The Business Manager will have an overview of how these operate and should be able to undertake basic payroll and relevant submissions to cover the Finance and Assurance Manager in absences.

The Business and Governance Manager is responsible for overseeing the accounts and ensuring that annual budgets are established and monitored.

The Business and Governance Manager will support the Finance & Assurance Manager with end of year accountant submissions and queries.

The Business and Governance Manager should have an understanding of the implications of changes to contractual obligations and recognise any new financial opportunities that arise and ensure the Practice is well placed to take advantage of these. This is also an expectation of the Finance & Assurance Manager.

Alongside the Finance & Assurance Manager, the Business and Governance Manager will seek to maximise income, explore and develop potential income streams from opportunities that may arise.

Human Resources and Management of Staff

Ensure all staff are recruited in line with latest legislation and staff employment policies and contracts are reviewed and updated to reflect necessary changes.

In conjunction with the nominated Partner, undertake appraisal of the Finance & Assurance Manager and wider clinical team

In conjunction with the Finance & Assurance Manager, undertake appraisal for the Operational Manager, Office Manager and Patient and Engagement Lead.

Review and sign off all appraisals

Support the Finance &Assurance Manager and Operational Manager with HR issues, taking a role in any information gathering and/or disciplinary processes as required.

Undertake analysis of staff performance utilising both quantitative, qualitative data, to ensure staff are providing an equitable, high quality safe service.

Recognise potential and nurture staff development in line with Practice Business Plans, through training, education and in house promotion where appropriate.

Management of Premises

Work with Partners, Developers and the ICS, NHS England to acquire potential resources for major Improvement schemes. Work up proposals and submit PIDs as required.

Information Technology

Assess and adopt new General Practice digital tools as required that may benefit both clinical and non clinical staff in the performance of their duties.

Work with the Patient and Engagement Lead and Data Analyst to develop and implement usage of digital platforms, be it social media Facebook, Instagram, or website development and Apps to promote health programmes, manage workload and to engage with working age patients and students.

To take lead responsibility for the facilitation of specific clinical audit projects, including Quality and Outcomes Framework (QOF), Appointment utilisation etc.

Patient Services

Lead in the planning, development and implementation of systems and procedures for managing new patient services.

Initiate and participate in new policies and procedures with partners to aid and improve practice organisation and provision of services to patients.

Health & Safety

Ensure compliance with legislation relating to health and safety with the management team.

With the management team develop a risk management strategy, institute and organise health and safety policies and procedures.
