Job summary

Located close to the city centre we are a busy, supportive, forward thinking general practice and proactive member of Chester East PCN. We are looking to recruit a highly motivated Operations Manager specialising in Compliance, IT and Data Quality to join our senior management team. Experience in general practice, team leadership and the above noted areas is an advantage although training and mentoring will be provided to support development.

Main duties of the job

The Practice Operations Manager (Compliance, IT and Data Quality) will work closely with the Practice Operations Manager (Practice and Patient Services Team) and the Business Partner as part of the senior management team at Park Medical Centre.

They will manage and coordinate all aspects of practice compliance (CQC, Health and Safety, Infection Control and NHS Contractual Obligations), IT software and hardware functionality, and data quality. They will be responsible for undertaking a wide range of IT systems management duties in support of the multidisciplinary team at the medical centre. Duties will include, but are not limited to, maintaining the practice IT infrastructure (software & hardware), ensuring all issues are resolved or escalated in a timely manner and provide local IT training as necessary. They will also be responsible for the accurate recording of data and coding, ensuring maximum attainment of QoF and enhanced services through the management of patient recall and data management at the medical centre. They will also be responsible for managing an effective patient registration/deduction process. Additionally, all aspects of Information Governance reporting to the Business Partner, including risk assessment, toolkit submission and information requests (Patient, Subject Access Requests, Solicitors, Insurance etc) making effective use of available technology to minimise resource impacts.

About us

You will work alongside the Business Partner and Operations Manager (Practice and Patient Services Team - providing cross cover where necessary) as part of the senior management team, with direct line management for specific staff members within the Operations Team. You will also work closely with the wider clinical team and Partners to deliver excellent patient centred healthcare. The practice clinical team is comprised of 5 GP Partners, 3 Salaried GPs, 2 GP Retainers, ANP, 2 Nurse Prescribers, Trainee Nursing Associate, an HCA and a Medical Assistant. We are an EMIS Web practice with no current out of hours commitments although this may be subject to change from April 2022.

With just over 10,000 patients Park Medical Centre plays an active part in the care community meeting the needs of its patient population. Increasingly we are also working collaboratively with neighbouring practices as part of Chester East Primary Care Network to drive the development of sustainable models of care. This will also extend to the range of additional roles being provided for under the PCN DES which we are actively recruiting to and rolling out services.

The following are the core responsibilities of the Operations Manager (Compliance, IT & Data Quality). There may be on occasion, a requirement to carry out other tasks; this will be dependent upon factors such as workload and staffing levels.

The Operations Manager (Compliance, IT & Data Quality) is responsible for:

a. Responsible for the day-to-day operations of the practice, ensuring staff are able to achieve their primary responsibilities via the provision of a local support service to all staff, resolving issues with IT systems and equipment

b. Responsible for effective maintenance of all practice appointment systems

c. Responsible for effective oversight of laboratory and test results

d. Responsible for effective processing of new patient registrations, GP2GP and deductions for patients who have left/died

e. Responsible for the procurement of cleaning and office supplies

f. Responsible for the room rota and induction of registrars and medical students at the medical centre

g. Accountable for the management of infection control audits and annual inspection at the medical centre, develop and review the infection control action plan alongside the Infection Prevention and Control Lead Nurse

h. Ensuring compliance with CQC regulations and standards

i. Ensure statutory compliance with Health and Safety legislation (risk assessments, monitoring performance and reviewing procedures)

j. Responsible for the effective maintenance of all practice IT infrastructure, including hardware, office systems, email, telephone, internet and clinical systems, minimising downtime

k. Accountable for performing regular system checks to maximise performance

l. Responsible for ensuring staff adhere to practice policies regarding IT security and ensuring conformance to Information Governance

m. To be accountable for the delivery of the IT related elements of the staff induction programme

n. Responsible for processing subject access requests and insurance reports

o. Responsible for the supporting the practice team in the effective use of the clinical system, the development of searches/templates/protocols and audits

p. Accountable for overseeing the administrative elements of QOF, liaising with the Operations Manager (Practice and Patient Services) to ensure maximum uptake of LTC annual reviews

q. Responsible for the direct line management of the following staff: Operations Administrator and Care-Ordinator

r. Responsible for ensuring adherence to all practice protocols and policies

s. Alongside the Operations Manager (Practice and Patient Services) accountable for the development and implementation of an efficient business resilience plan (BRP)

t. Accountable for coordinating the reviewing and updating of all IT & Data Quality practice policies and procedures

u. Leading change and continuous improvement initiatives; coordinating projects designated to them

v. Ensuring the practice maintains compliance with its NHS contractual obligations

w. Actively encouraging and promoting the use of patient online services

x. Liaising at external meetings as required

y. Marketing the practice appropriately

z. Preparing agendas for, taking minutes of and deputising as chair for practice meetings
