Job responsibilities
Main Duties and Responsibilities
The
following are the core responsibilities of the PCN Manager. There may be, on
occasion, a requirement to carry out other tasks; this will be dependent upon
factors such as workload and staffing levels.
Finance
Monitor and check
the accuracy of any submissions for PCN services and contractual requirements
on behalf of the PCN and ensure member practices are monitoring their enhanced
services to avoid underpayment.
Ensure financial
risks are identified and appropriate action taken.
Monitor
expenditure, plan and monitor income and cash flow to ensure that income is
maximised and that funds are available as required and practice allocation of
resources is fair and equitable.
Present financial
plans, strategic goals and any monitoring information and report to the
Partners on a [quarterly/monthly] basis depending on the needs and scope of the
work.
Operations
Work closely with the
relevant teams and practices to support network implementation and
standardisation of agreed service change, contracts, policies, pathways, and
quality improvement whilst acting as the point of contact for practice managers
regarding delivery of a PCN project/schemes.
Manage any existing
contracts and services.
Ensure compliance of any
contractual requirements linked to ARRS roles.
Ensure best practice is
followed in maintaining both professional and clinical standards.
Work in close partnership
with clinical leaders to deliver quality service, performance targets and KPIs.
Ensure effective
governance is in place to ensure quality, safety and manage risk.
Achieving agreed
performance measures and objectives, maximising opportunities.
Accountable for all
projects designated to the role and to ensure patient safety and quality of
care is always considered and establish necessary monitoring and tracking
processes.
Prepare service level
agreements as required.
Collate feedback/analysis
data on behalf of the PCN to report to the ICB.
Co-ordinate the delivery
of enhanced services and other service submissions on behalf of the PCN.
Represent PCN at
stakeholder meetings.
Ensure the PCNs compliance
with GDPR along with other relevant legislation and professional standards from
GMC/BMA and LMC guidance.
Review any latest guidance
and to liaise with the board to ensure that all are aware of and conform to NHS
E, NICE, CQC requirements.
Manage risks and issues
with supporting outcomes. These are to be reported to the PCN Clinical
Director.
HR
Oversee
recruitment and selection processes, including job postings, candidate
screening, interviews, and on-boarding of ARRS staff.
Ensure compliance
with ARRS training, employment laws, regulations, and company policies.
Handle employee
grievances, disciplinary actions, and terminations in a fair and consistent
manner.
Help staff within
the PCN to understand and support the delivery of its strategic objectives and
outcomes framework.
Undertake all
mandatory training and induction programmes.
Communications
- Build and maintain
solid relationships with internal and external stakeholders to better
develop, coordinate, direct, and facilitate high quality communications.
