Job summary
An exciting opportunity has arisen to join Carlisle Primary Care Network (PCN) as our Operational Manager. We are a group of five practices who have worked closely together for several years now, and we are looking for the right person to support the delivery of the Primary Care Network Agenda.
Main duties of the job
The Operational Manager will be central to the PCN leadership team. Working alongside the Clinical Director and the PCN Board, you will act as the main point of contact for our PCN and will ensure Carlisle PCN delivers on the Primary Care Network agenda. You will need exceptional organisational and communication skills, as well as leadership skills to support practices to achieve the desired outcomes for our population. This is an evolving position and the Job Description gives a good indication of the role, however this could be subject to change as Primary Care Networks evolve.
About us
Carlisle PCN is a group of five practices, covering a population of around 50,000 patients within Carlisle, Cumbria. We have a good relationship and we work well together to try to meet the needs of our practice populations. We have an enthusiastic team of Practice Managers and GPs supporting the PCN as well as our Clinical Director. We regularly meet with other PCNs within Cumbria where we share ideas and support each other.

The post holder will be employed by North Cumbria Primary Care though the post has been created to provide provision for all of the Carlisle Network Practices. Practices are working collaboratively within the Primary Care Network. The programme of work will be defined by the PCN with line management responsibility.
Hours:
37.5 hours per week.
The role is a full time post. There is flexibility in hours for the right candidate.
Salary:
£30,600 - £40,800 dependant on experience
The post holder will be working with all of the PCN practices and therefore it is expected that travel will be required between all of these sites. Training and other meetings may be at other locations.

PRIMARY SUPPORT TO THE CLINICAL DIRECTOR (CD) AND BOARD
Supporting the CD/Board to provide strategic and clinical leadership to the network, developing and implementing strategic plans, leading and supporting quality improvement and performance across member practices.
To undertake network tasks as specified by the CD
Leading on network implementation of agreed service changes and pathways, working closely with member practices, the wider PCN and the commissioner to develop, support and deliver local improvement programmes aligned to national and local priorities
Take a leadership role in supporting staff, public and stakeholder engagement
Developing relationships and working closely with other network clinical directors, clinical leaders of other health and social care providers, local commissioners and the Local Medical Committee (LMC)
Attending meetings as required on behalf of the Network and feeding back to the PCN board and members. This will sometimes be outside of normal working hours so flexibility is required
Prepare and annually update the Network Strategic Development Plan (and any other written information requested by the CD/Board).
Oversee the implementation of the aims and objectives and feedback on progress at Network meetings
To be first point of contact for the network
OPERATIONAL MANAGEMENT
Ensuring the PCN achieves the standards specified in the Network Contract DES and other associated contracts and documentation pertaining to the PCN and its member practices. This could include QOF/QIS, targets and indicators under the Impact and Investment Fund etc, and other such targets as set from time to time. List not exhaustive.
Overseeing the day to day operations of the network and associated / extended operations ensuring that any staff employed will achieve their primary responsibilities
Lead on planning, development and implementation of systems and procedures to ensure adequate provision of services
Assist with planning, development and implementation of changes necessary to meet demands on the network from internal and external sources
Managing contracts for services
Leading change and continuous improvement initiatives
Managing the procurement of equipment, supplies and services
Ensuring the network maintains compliance with its NHS/other contractual
obligations
In conjunction with the CD be the first point of contact for enquiries and complaints from patients, dealing effectively and efficiently to promote public and staff satisfaction
FINANCE
Working alongside the nominated payee practice to ensure financial management and reconciliation of financial funds and maintaining accurate financial records including:
Preparing PCN budget/Forecast and share monthly financial update to keep members informed
Assist with the Additional Roles Reimbursement Scheme roles and manage claims through the ARRS scheme
Manage and monitor pay and reimbursement for staff employed on network business maintain appropriate records.
Applying for funding and spending on agreed projects within the PCN using various budgets available to the Network
Claiming funding on behalf of the PCN for ad-hoc contracts and agreements
PROJECT MANAGEMENT
Leading on developing, bidding and operational management of new projects for the network
Leading on business cases and financial projections ensuring all compliance with legislation
Develop, support and deliver local improvement programmes aligned to national and local priorities
HR
In liaison with Board HR team to support the process of recruitment and retention of all network staff.
To ensure induction, appraisal and training are in place to enable staff to carry out their individual roles and responsibilities effectively
Work with member practices to develop consistent policies, processes, guidelines as required for approval and implementation across the PCN.
IT
Managing IT systems and processes to support the PCN and its requirements under the various PCN/Associated contracts
Managing returns and reports as required under the various PCN/Associated contracts
Develop reporting and audit tools to inform the CD/Board of performance
GOVERNANCE
Ensure PCN Practices work as specified under the Network Agreement and associated schedules
Setting up and administering PCN meetings, ensuring all members have been invited and have been provided documentation at a suitable time prior to meetings
Capturing meetings through high quality and accurate minuting
Timely production and sharing of action and decision logs following meetings
Ensure that the diary of the CD is managed effectively and members of the board/wider network are informed/supported as needed with diary management
Update all member documentation and registration to ensure it is accurate.
Submit PCN Data returns as required
