Job summary

Due to the continued growth and success of our PCN an exciting opportunity has arisen for an empowering and action-orientated leader to join our team. As PCN Business Manager you will play a vital role in developing the PCN to meet its key aims and objectives. You will help us to deliver a strong service and provide excellent patient care at the optimal time. The work you do will focus on all the key results areas of our PCN and provide an effective flow of information between our stakeholders.

The Rural Practice Network (RPN) is a collaboration of innovative and forward-thinking GP practices. Together we deliver enhanced healthcare services to a registered population of 37,000 across Rural South Somerset. We have five member practices - Millbrook Surgery - Castle Cary, Queen Camel Medical Centre, Wincanton Health Centre, The Bruton Surgery and Milborne Port Surgery.

Job description

Job responsibilities

Key responsibilities and duties:

Financial Management:

§ Financial planning, modelling and oversight of PCN finances.

§ Preparing proposals for additional funding from a financial perspective i.e. cost modelling.

§ Assisting with projects from a financial perspective, i.e. budget and cost control.

§ Assisting with administrative duties in preparing yearly accounts in partnership with registered accountants.

§ Keeping track of the ARRS budget, advising the PCN on funds in relation to recruitment i.e, setting salaries, creating proposals for unclaimed in relation to ARRS.

§ Regular review of the PCN DES from a financial perspective, keeping up to date with funding streams, national changes.

§ Participating in PCN projects and programmes from a financial perspective i.e, providing financial data, keeping track of income i.e, Impact and Investment Fund.

HR Management:

§ Assisting in the preparation of the PCN annual workforce plan and career frameworks.

§ Overseeing the creation of HR processes and materials such as policies.

§ Implementing the workforce plan – such as overseeing recruitment processes.

§ Line management of PCN staff.

§ Keeping up to date and accurate HR records including annual appraisals and mandatory training.

§ Remaining up to date with current HR legislation, working with external providers for specific advice.

§ Ensure employee wellbeing by implementing support initiatives. Aiding the retention of staff by creating an environment whereby they feel valued.

Contract Management:

§ Managing the implementation and delivery of the DES, Impact and Investment Fund and other core contracts on behalf of the PCN.

§ Remaining up to date with local and national legislation, advising the PCN member practices and board of their obligations in meeting the requirements.

§ Assist in selecting suppliers to the PCN and ensuring delivery of the contract on behalf of the PCN.

§ Ensuring the PCN and its services is CQC complaint.

Data and IT Management:

§ Work with the Data DOT team to ensure the availability and accuracy of key data to aid decision making and the management of our population health.

§ Provide reports on specific deliverables to stakeholders such as the CCG and NHS England.

§ Ensure reliable coding and records for core PCN services.

§ Prepare and implement an IT plan for staff, ensuring IT kit is readily available to staff.

§ Management of information governance.

Operations and additional duties:

§ Support the PCN board; preparation of materials to aid decision-making where required.

§ Support the Operations Manager with the day-to-day running of the PCN.

§ Manage key projects on behalf of the PCN.

§ Manage the quality of the PCN including complaints management.

§ Network locally and nationally, advising the board on best practice.
