Job responsibilities

The PCN Transformation Officer (Digital Technology and Human Resource) will help to develop, guide and oversee the strategic aims and objectives of the Network, ensuring that Practices and stakeholders have the relevant information and options to make informed decisions. The post holder is able to implement agreed plans and projects into business operations, with the ability to plan, monitor and evaluate practical improvements that will make a positive difference to patients and Practices within the PCN.

Digital Technology:

The PCN Transformation Officer (Digital Technology and Human Resource) will help to develop, guide and oversee the development of technological developments within a Primary Care setting for example the NHS App, SystmOne, Anima, Accurx as well as other digital technologies.

To improve adoption of new technology to enhance patient access and experience and increase PCN productivity

To review and improve the PCNs digital maturity and identify opportunities for digital optimisation and understand the impact within the PCN

They will act as a champion providing training on the use of digital technologies to staff members across the PCN

Promotion to patients in the use of digital technologies in healthcare.

Human Resource:

To provide an operational HR service to the PCN covering a wide range of HR matters supporting the PCN Management and Leadership team. This includes supporting employee relations, training and development, workforce planning, recruitment and retention, Pay and reward, and occupational health.

Advertising job vacancies

Managing holiday allowances,

Conducting initial return to work and welfare meetings.

• To allocate resources effectively within the PCN and contribute to the efficient resource management of the PCN

Assist managers in the application of HR policies and Practices, provide advice and guidance on HR issues

Contribute to Group policy ensuring legal compliance and up to date information and advice on employment matters.

To manage the overall recruitment process for staff and ensure contracts and offer letters are issued appropriately and that all documentation is collated and filed in employee electronic records. Create and review Job Descriptions as appropriate in collaboration with line managers

To promote, update and ensure circulation of employee statement of terms and conditions and employee handbook.

Conduct Exit Interviews and report on findings suggesting improvements and changes where appropriate

Person Specification

Qualifications

Essential

• GCSE grade A to C in English and Maths

Desirable

• Level 3 CIPD qualified or equivalent experience

Knowledge and Skills

Essential

• Ability to provide inspiration, guidance and leadership to a range of stakeholders.
• Ability to utilise entrepreneurial skills to actively seek out opportunities that will positively impact the Networks Practices and patients.
• Ability to effectively resource manage Network employees and understand the implications within the wider Network.
• Ability to work autonomously and manage own workload whilst managing a range of conflicting deadlines and priorities.
• Ability to work effectively and build and maintain good working relationships with a range of internal and external clinicians, managers, stakeholders and partners.
• The ability to identify risk and concerns early and take the appropriate actions.
• Ability to make informed and sound decisions independently quickly, whilst managing risk.
• Excellent verbal communication and presentation skills including the ability to communicate sensitive or contentious information in order to influence decision making and written communication, inc policies, letters etc
• Prioritisation of time - forward planning and project management skills
• Ability to communicate effectively to a wide range of audiences, both written and verbal.
• Ability to demonstrate personal professional resilience.
• Ability to travel to various locations within the locality and beyond.
• IT proficiency in Microsoft Packages (Office, Teams, Forms etc)

• Ability to effectively negotiate and influence decision making using sound logic and researched evidence.
• Knowledge of NHS Systems: SystmOne, Anima, NHS App, Accurx

Experience

Essential

• Experience of using technology to drive change and improvement.
• HR advisory experience
• Understanding of contemporary HR policies and procedures
• A good understanding of the health and social care environment and roles and responsibilities within it

Desirable

• Experience of contributing and chairing multi-disciplinary meetings and encouraging multi-disciplinary working.
• Experience of gathering, providing and using information to support the Networks strategic and operational objectives.
• Experience of working within a within primary care or a similar healthcare environment.
