The PCN Manager will provide day-to-day leadership, ensuring that all DES and ICB priorities are delivered effectively across multiple practices.

The role spans across business planning, workforce coordination, digital change management, stakeholder engagement, and service evaluation, with a strong focus on improving patient access, supporting staff wellbeing, and ensuring long-term sustainability of general practice services.

Lead the operational and strategic delivery of PCN services across multiple practices.

Coordinate workforce planning and directly support the management of ARRS roles.

Engage with Clinical Directors, commissioners and wider system partners to enable integrated care.

Lead governance, PCN board administration and communication across stakeholders.

The post holder will act as the main point of contact, coordinate the successful achievement of all PCN contractual requirements and support collaborative working to achieve and improve outcomes for the member practices and local population.

Main duties of the job

The post holder will work closely with the PCN Clinical Director, Administrator, GP Practice staff, such as practice managers and clinical staff to understand current service models, identify challenges, agree priorities for improvement and then support these to be delivered.

The post holder will develop strong relationships with their local PCN practices and support the planning and delivery of improvements that will benefit patients and staff.

The remit of this role is broad and will require attention to detail in delivering high-quality day-to-day operations.

Job responsibilities

The core objective of the Operational PCN Manager role is to support the PCN and its practices to deliver ongoing improvement to services. The role will require experience in business and service improvement.

The role will require an understanding of general practice systems and processes, including broad familiarity with general practice digital systems and how they can be used to deliver improvements.

To work alongside practices to understand current challenges to effective service delivery and identify solutions, including existing best practice within the PCN.

Drive the planning and prioritisation of changes that will improve delivery of care and improve patient and staff experience in the practices within the PCN.

Ensure all change is ultimately focussed on improving services for patients.

Build relationships across the PCN to develop consensus for improvements and to ensure business and clinical staff are fully engaged throughout the process of selection, implementation and deployment of change.

Provide hands-on capacity and support to practices in implementing and sustaining agreed changes.

Support staff to identify and participate in relevant training and professional development opportunities that will support achievement of agreed improvements.

Support practices and staff to effectively use existing and new technology systems and products to enable improvement.

Working with the Clinical Director, set the PCN board agenda and circulate in a timely manner.

Ensure Board meetings are run in accordance with the Terms of Reference of the PCN Board.

Approve the board minutes before circulating to the Board members.

As required, to minute the PCN Board meeting, and other meetings.

Provide the PCN Board and PCN Practice Managers with current information about PCN service specifications.

Lead on PCN-wide projects identified as per the PCN DES e.g. workforce planning, capacity and access development and digital transformation.

Lead on all subcontracting arrangements for PCN services (e.g. First Contact Physiotherapy, Enhanced Access).

Keep abreast of all PCN contract developments and communicate to PCN Board.

Liaise with ICB to ensure all contractual obligations are met and understood.

Support the recruitment and retention of directly employed ARRS staff.

Lead on workforce planning, with the PCN clinical director.

Attend an annual appraisal with the PCN clinical director.

Manage own CPD to maintain relevant understanding and knowledge in support of the role.

Ensure contractual documentation is maintained in accordance with core practice requirements.

Manage all core HR departmental areas, including employee relations, HR admin, learning and development, internal recruitment, employee engagement, and maintaining and improving HR systems.

Maintaining the DBS register ensuring all staff have an appropriate DBS check and that routine re checks are carried out as per policy.

Implement mandatory and personal development training, including record keeping for both mandatory training and other courses undertaken.

Monitor staff training levels

Ensure regular appraisals are carried out, training needs identified, and an annual training plan is completed for all staff with support of the team leads where appropriate.

Ensure employment law, HR policy, best practice and workforce development are applied.

Make sure that company values and approach are utilised to strengthen the organisational culture

Support staff to ensure that all relevant professional standards are met.

Develop and maintain effective relationships to encourage retention and ensure the team perspective is fully represented in decision making.

Absence, grievance & conduct issues management.
