Main duties of the job

As a key member of the Ossett Surgery Leadership Team, you will be expected to demonstrate excellent management and leadership qualities. The successful candidate will also have the ability to identify and implement the surgerys objectives using a combination of personal involvement, motivation of other staff and delegation when appropriate.

The post is tasked with assessing organisational performance, developing achievable goals and implementing processes that improve organisational effectiveness and efficiency. This is an exciting opportunity for someone with considerable experience of Business Management- ideally within a Primary Care Organisation.

This role requires financial, operational and strategic input, so we are seeking someone with high levels of financial acumen, business planning, budget setting and operational resource management. Previous successful line management is essential.

Candidates are expected to bring strong interpersonal skills.

The Partners require the successful candidate to be proactive and plan for the future, maximising the practices potential in relation to business, finance, premises and collaborative relationships, whilst maintaining and improving patient care.

Key Requirements

You will provide clear and positive leadership and vision to the strategic management of Ossett Surgery and will be expected to constantly review and recommend strategies for its development and effectiveness.

On an operational level you will be responsible for the overall business efficiency, the maintenance of the existing team spirit and culture, and the provision of a communication link to third parties. This includes representation of Ossett Surgery as required.

Key responsibilities

Staff Leadership

Delegating effectively to managers and team leaders.

To develop and maintain good employee/employer relationships

Successfully develop a culture of succession planning, increasing skill-mix and contingency.

Create an environment in which Partners were confident in a happy, motivated and resilient team.

To have strategic overview of workforce requirements

Work collaboratively with our external HR provider.

Keep up to date with changes in employment legislation and practice (supported by external HR provider)

Responsible for overseeing Team Leaders and Managers in their recruitment and supporting them to retain the team members for the practice.

Ensuring the balance of support and autonomy to empower the team and get the best from them.

Coach and develop team members and ensure this cascades throughout the practice. Support training and development.

Robust systems to that Managers and Leaders can ensure;

compliance and all statutory obligations are met for staff team

all personnel have training that is compliant in line with local and national requirements

references, ID, and all relevant certificates in personnel files.

a positive and effective staff appraisal system, including personal development plans in place.

effective systems in place for the resolution of disputes and grievances channels for formal and informal.

Monitor and evaluate performance and review with the Management Team and Team Leaders.

Maintain up-to-date HR documentation such as job descriptions, employment contracts and employment policies.

Finance

Work closely with the finance clerk who will be performing the day to day finance operations.

Supporting finance clerk in to;

Ensure income monitored effectively so the reimbursements (CQRS, PCN, PCSE) are correct

Overseeing payroll and staff pension contributions

Ensure petty cash and private income managed appropriately

Overview of expenditure control ensure practice is efficient and effective

Prepare financial budgets and cash-flow forecasts

Ensure that any project is working to its business plans, financial plans and targets

Support the Partners and management team to develop and implement processes to achieve targets and business objectives maximise income from QoF and other sources.

Understand and report on the financial implications of contract and legislation changes

Liaise with the accountant and bank as appropriate or as directed

Present Quarterly finance report to the Partners

Analyse data relating to the finances of the practice as appropriate and contribute to planning and organisation

Strategic Planning

Overall responsibility for the strategic planning of the practice, working with the Partners and management team to achieve the following;

Keep abreast of current affairs and identify potential opportunities and threats

Assess and evaluate accommodation requirements and problems and opportunities

Awareness of compliance requirements

Create a Business Development Plan, overseeing the implementation of the aims and objectives

Assist Ossett Surgery in the wider community and assist with forging links with other GP Practices, healthcare providers and relevant agencies and in particular working collaboratively with West Wakefield PCN

Formulate objectives and research and develop ideas for future development

To represent the practice at external meetings

To make recommendations to the Partners for business development with regard to potential sources of income

To be innovative, assess and implement change

Operational Performance:

Work closely with the Operations Manager and Practice Supervisor to ensure effective operational performance including supporting them to ensure;

all areas of the business are delivered to high standards

appropriate insurance cover (employee, locum, building, medical indemnity etc) in place

robust Business Continuity Plan in place

processes for ensuring practice equipment ad stock is calibrated and maintained appropriately
