We are looking for a Primary Care workforce Lead (fixed-term with a view to permanent employment) with substantial experience of workforce planning and HR management at a senior level to join our General Practice and PCN Support Team.

Conexus hosts staffing for all 7 of Wakefield Districts Primary Care Networks (PCNs) which are an amalgamate of the 34 practices in the district. We provide support to our practices in a number of ways but support with HR and workforce planning is a key component.
We currently employ around 130 staff through the Additional Roles Reimbursement Scheme (ARRS) and have an ambitious plan across the district to increase these roles over the coming 12 months. As part of the role, you will support our PCNs and Conexus to plan, recruit and retain staff in these areas either through direct employment in Conexus or through sub-contracts. This will include supporting the Conexus Senior Leadership Team in developing a competency assurance approach through professional supervision.
You will also support wider General Practice in the district to maximise our recruitment and retention of staff, linking to wider partnership schemes within West Yorkshire Integrated Care System.
Lastly, you will provide HR advice and guidance concerning the Conexus employed staff.
Main duties of the job
Provide strong workforce planning support and guidance to the PCN Business Managers and Clinical Directors that enables them to build workforce planning capability and capacity within their own teams.
Measure, monitor and report performance against workforce plans and KPIs.
Work closely with PCNs and finance colleagues to ensure funding streams are maximised.
Lead the development of new and innovative models of working to meet patient needs and maximise efficiency.
To work with other agencies, including local authorities, commissioners and other health and social care providers to co-ordinate activities that support multi-agency working within the Wakefield area.
To work with sub-contractors to establish, maintain and develop productive relationships and maximise efficiency.
Develop effective, pro-active working relationships with PCNs to ensure recruitment and resourcing issues are identified.
Work alongside the Head of General Practice and PCN Support and PCNs to implement strategies that aid retention.
Assist in the identification and implementation of appropriate supervision models, competency frameworks and training offers.
Advise senior managers on all HR related issues.
Deal with complex organisational change initiatives providing advice and direction
Provide advice to managers on complex cases, which may have wider organisational implications, highlighting risks as appropriate.
